Thermostats, of a type designed for minimum radio interference, shall be provided to limit the maximum temperatures reached by the heating element. A single thermostat connected in series with the heating element shall not be acceptable. The circuitry shall be such that the thermostat shall shut off the current before the temperature of the pad exceeds the required setting. The thermostats shall maintain the temperature of the pad within 120°F to 130°F at any exterior point within a rectangular area inscribed at least 2 inches from each side of the pad. The pad may be a 3-heat pad with a maximum temperature of 160°F if the low heat setting maintains the temperature between 120°F to 130°F.
The heating pad shall be provided with not less than 6 feet of a suitable flexible two conductor power cord and a molded two prong plug. Strain relief shall be provided on all cords to prevent any mechanical stress on the cord from being transmitted to any wiring connections. The pad, including the pad cover material, shall conform to the applicable requirements of the Underwriters’ Laboratories, Inc. (UL) Standard of Safety UL 130, Electric Heating Pads.
Each heating pad shall be furnished with two washable, easily removable, terrycloth or polyester covers with four 16 inch tie straps on each cover. The pad covers shall not shrink more than six percent of the original size after they have been washed twice.
The pad shall have the following warning or equivalent, marked on the face of the pad.

CAREFULLY EXAMINE BEFORE EACH USE. FOLLOW INSTRUCTIONS SUPPLIED WITH THE PAD. DO NOT USE IN AN OXYGEN ATMOSPHERE. DO NOT USE PINS.
Each pad shall have the following printed instructions, or equivalent, packed with the pad, or marked on the face of the pad.
