The closure cap on the bottle shall be one that can only be opened by two coordinated actions of pushing down on the top while turning in a counter clockwise direction.
The closure cap shall be a two-piece screwcap design consisting of an inner cap and an outer cap. The inner cap shall have a continuous type thread for closure, and a liner to form a seal when full contact is made with the top surface of the bottle. The outer cap shall fit over the inner cap in such a manner that the two caps do not separate. Instructions for opening the safety closure shall be embossed on the top surface of the outer cap with the lettering in either contrasting color to the body of the cap or with letter size at least 2.5 millimeters in height.
The safety closure shall be designed to conform to the Poison Prevention Packaging Act of 1970 (Public Law 91-601 dated 30 December 1970) under 16 CRF 1700.20 (Testing Procedure for Special Packaging). A copy of test data showing successful conformance shall be submitted to the Consumer Product Safety Commission.
The contractor shall submit a copy of protocol test data to the contracting officer, prior to award of contract, as proof that the child-resistant bottles to be delivered under the contract conform to the Poison Prevention Packaging Act under 16 CFR 1700.20. compliance with this paragraph does not excuse compliance with other requirements of the specification and contract or purchase order.
Each bottle shall be permanently and legibly marked with the name or registered trademark of the manufacturer and the capacity.
Reference standard. Where standard is referenced herein, the issue of that standard in effect on the date of solicitation shall be used to determine compliance with stated requirements.
Workmanship. The safety cap bottle shall be free from defects which detract from its appearance or impair its serviceability.
Unit. Package (PG). One package containing seventy-two bottles of 16,24,13,11 or 32 dram, or thirty-six bottles of 64, 48 dram or one hundred forty-four of 7 dram, as specified, constitutes one unit.
